Business Application Development Manager

Job Responsibilities:

This position directs and coordinates the activities of the business application development division of the Information Systems Department by utilizing the employees and assets to provide analysis, design, development, unit testing, and maintenance of our core software applications in order to support the objectives of the Companies.


Utilize application development leadership skills, project management methodologies, and agile development methodologies to complete, implement and maintain application development projects within budget and on time.

Utilize ITIL framework for Change, Incident, and Problem Management for supporting the production environment.

Collaborate with the Project Management Office and IS Management to prepare and present weekly stakeholder delivery (value stream) reviews and monthly steering committee reports to departmental and executive leadership.

Prepare and present quarterly application development project status updates and resource allocations to the Executive Vice-President and departmental Vice-Presidents of the Companies.

Develop and track the operating budget to accomplish the project objectives of the Company by utilizing internal resources as well as outsourced talent when appropriate.

Participate in the development, implementation, and control of company goals and objectives.

Serve as an effective member of the Information Systems senior management staff.

Provide necessary information and resources for the company disaster recovery planning and actively participate in periodic testing exercises.

Hire, promote, and terminate staff of this division of the Information Systems Department after approval by the Vice President of Information Systems in accordance with policies of Companies.

Recommend new company policies or amendments to existing company policies to the Vice President of Information Systems.

Recommend the approval, disapproval, or amendment of systems and procedures for the Information Systems Department.

Negotiate, with the advice and consent of the legal department of the Companies, and administer contracts with vendors that provide software and resources to support the development activities of the department.

Develop minimum qualifications for all responsible personnel.

Coach, mentor and guide direct reports and team through one on one career development plans.

Provide after-hours problem resolution when required.

Assess personnel through periodic evaluations.

Comply with Certified Fleet operator requirements of the Company Driving Safety Policy.

Job Qualifications:


Four-year degree from an accredited college or university, preferably in Computer Science, Computer Engineering or Management Information Systems.

Extensive experience in managing software development projects in a fast-paced environment – process oriented with analytical, problem-solving and communication skills.

Extensive experience in managing Change, Incidents and Problems in an online production environment.

Strong leadership, management, coaching and customer service skills.

Strong supplier (vendor) management and collaboration skills.

Strong, proven application development resource management experience is required.

Project Management Professional (PMP) certification is preferred.

An Agile Certification such as Certified Scrum Master is preferred.

ITIL Framework Certifications are preferred.

SEI-CMMI Software Development Methodology Process experience a plus.

Prior experience as a software developer/programmer is a plus.

Ability and willingness to learn and extend skills.

Strong oral and written communication skills.

Proficient in use of Microsoft Office software required for this job.

Willing to travel as required.
