Job Responsibilities:
This position is to use his/her acquired knowledge of computer programming and computer fundamentals/techniques, system knowledge and design abilities to develop and implement major changes and/or major new requirements to computer systems, design new systems, and research and develop solutions for system malfunctions with minimal guidance from their supervisor.

Departmental Job Responsibilities:

Complete all training and assignments in a timely and effective manner.

Apply departmental standards and procedures to all assignments.

Effectively communicate with appropriate personnel.

Report status on assigned projects.

Manage multiple projects and requests simultaneously.

Function effectively as a team member.

Provide after-hours problem resolution as required.

Complete all other duties as assigned.

Job Responsibilities:

Maintain a harmonious relationship with others under times of conflicting opinions and bring conflict to resolution.

Organize, plan, and lead a team effort to install projects on time.

Detailed analysis of assigned projects.

Make decisions in a clear and concise manner.

Apply appropriate project management techniques according to Information Systems standards.

Develop clear and accurate written plans and specifications.

Prepare and deliver presentations to Information Systems management.

Provide training and mentoring for less knowledgeable personnel.

Design and develop with long-term company and technical perspective in mind.

Research and understand the logic of complex individual computer programs and systems.

Conduct walk-thrus or code reviews of computer programs for assigned projects.

Design, write, test, document, debug, implement and maintain complex computer programs/systems.

Create and estimate project task lists. Interpret detailed system/program specifications in terms of computer programming requirements for applications.

Research, evaluate, and develop solutions to application program malfunctions.

Achieve mastery of appropriate tools for programming and problem resolution.

Function effectively as a team leader.

Job Qualifications:
Technical Responsibilities:

Mainframe Programmers:

IBM Mainframe environment (OS/390 or later).

COBOL or equivalent structured language.

DB2 or equivalent relational database.

CICS.

JCL.

VSAM preferred.

PC/Web Programmers:

VB Script. JAVA Script.

DB2 or equivalent relational database.

ASP, JSP, or .NET. SQL or ADO.

Microsoft .NET objects.

Minimum Qualifications:

Ability to provide support to multiple projects while effectively leading his/her primary project.

Strong problem solving abilities.

Ability and willingness to learn and extend skills.

Strong oral and written communication skills.

Strong organizational skills.

Travel as required.

Proficient in use of Microsoft Office software required for this job.

Valid Texas driver’s license and driving record at the time of hire which would not place the employee on probation, or disqualify the employee from Certified Fleet Operator status under the Company Driving and Safety Policy.


At least one of the following:

1. Bachelor’s degree in a computer or technical related field from an accredited school with a minimum 4 years of programming experience.

2. Associate’s degree in a computer or technical related field from an accredited school with a minimum of 15 hours in programming courses and a minimum 5 years programming experience.

Occasionally work long, irregular hours.

Provide after hours problem resolution when required.

Repeated use of PC, telephone, and office machines.

Extended periods of sitting and concentration.

Occasional bending, twisting, crouching, pulling, pushing, and reaching in an office environment.

Travel as required.
